Place bell pepper pieces on a baking sheet, drizzle with olive oil and sprinkle with dried herbs. Roast for 25 minutes.

Place the peppers in a covered bowl for 10 minutes, then peel off the skins.

Whisk together olive oil, apple cider vinegar, honey, fresh basil and parsley, salt and black pepper.
